  • New Helmet Law Nabs Philippine Officer Along with 20 others reports Styrthjelm

    (Transportation-News.com, January 09, 2013 ) San Francisco, CA -- As the first group of individuals were stopped for violating the new helmet laws for those in the Philippines was a Quezon City traffic enforcer. The new law has finally found its way into law after being prescribed by the Motorcycle Helmet Act of 2009.

    Eduardo Arsenio, who is an agent for the Quezon City Department of Public Order and Safety, was cited for the infraction as he was on going along the Commonwealth Avenue in Quezon City yesterday.

    While in his uniform, Arsenio was spotted scratching his head while a Land Transportation Officer filled out a traffic violation ticket that would be issued to him. He was cited for using a substandard helmet that did not have the Philippine Standard Seal and was without an Import Commodity Clearance.

    The officer stated he knew the Republic Act 10054 and was aware of the strict rule set implemented by it that was set into motion this year.

    Arsenio's license was confiscated and he is now forced to pay a P1,500 fine when he redeems it. He must first undergo an adjudication process and a mandatory demeanor at the LTO Central Office in East Avenue in Quezon City.

    According to Assistant Secretary of the LTO Chief, Virginia Torres, who led the roadside apprehension, Arsenio's reason for the infraction was a common one amongst the 20 apprehended during the first 24 hours of the new law.

    “Their usual reason is that they forgot about it because they just returned from the province after the holidays. But we told them that this law is not new, in fact the implementation has been postponed for a year to accommodate those who wanted to get their helmets certified,” she said, adding that copies of the law were given to motorcycle riders during apprehension to remind them of the rule and fines.
